The Keuruu Town Council has 27 councillors. Councillors do not have personal deputies; instead, the order of succession for deputy councillors is determined in the local elections. If a councillor from a political party is unable to attend a meeting, the chairperson calls upon the first substitute councillor in the order of precedence to take their place. Council meetings are open to the public.
