Councils and parliaments

The town has three statutory consultative bodies: the Youth Council, the Disability Council and the Senior Citizens’ Council. In addition, Keuruu has two other consultative bodies: the Children’s Parliament and the Community Parliament.

The Youth Council’s term of office begins in August and lasts for one (1) year.

The Keuruu Council for People with Disabilities was established in 1986. The Council’s role is to influence the planning, preparation and monitoring of activities across various sectors in matters of significance to people with disabilities:

  • In terms of their ability to carry out daily activities or the services they require.

  • To act as a facilitator of cooperation between organisations.

The aim of the Children’s Parliament is to promote children’s participation and ensure that children’s voices are heard in decision-making. The Children’s Parliament teaches children to participate in and influence social issues. At the same time, the initiative also teaches adults and decision-makers to take children’s opinions, needs and perspectives into account in decision-making.

Representatives from among pupils in Years 4 to 6 are appointed to the Children’s Parliament from each primary school in Keuruu. The Children’s Parliament meets approximately four times per term during the school year. The Children’s Parliament is jointly led by the Head of Youth Services and the Family Centre Coordinator for the Central Finland Welfare Region.

The aim of the Club Parliament is to strengthen Keuruu’s sporting culture and club activities across the whole of our town. The Sports Council highlights the impact of sport as a factor in social well-being and as a means of enhancing residents’ quality of life. Another aim is to pool the resources of local sports clubs and the city’s sports services in a centralised manner to improve sporting facilities across the city.

The role, responsibilities and objectives of the Club Parliament

The Sports Council is an expert body formed by local sports associations, which presents the collective views of the sports community to the city’s administrative departments. The Sports Parliament has no actual decision-making power in the city’s decision-making process; rather, its decisions, proposals and statements may serve as one of the grounds for decisions on sports matters.

Club Parliament

  • develop sports and leisure activities in collaboration with the city
  • develops sports facilities and makes recommendations to the city regarding the priorities for sports infrastructure development.
  • come up with new activities and develop cooperation between clubs.
  • takes the initiative and issues statements to promote the development of sports and leisure services, and emphasises in its work the importance of physical
    activity in enhancing well-being.
  • to work with the city’s sports services to develop sports
    training programmes for clubs and individual residents, and to take a stance on grant principles as well as booking and fee policies.
  • acts as an advocate for all sports associations.

Members of the Club Parliament and meeting procedures

The sports clubs have appointed two representatives and two deputy representatives to the Parliament. The Club Parliament makes decisions based on a consensus. The Chair of the Club Parliament is elected at the autumn meeting for a term of two calendar years at a time. The chairmanship of the Club Parliament rotates among the clubs.

The Club Council meets at least twice a year, in the spring and autumn. The Club Council may invite experts to its meetings. The meetings are convened by Keuruu Sports Services.

The minutes of the meeting are kept by a representative of the city. The notice of the meeting is sent to the clubs by email no later than three weeks before the meeting, and the agenda no later than two weeks before the meeting. Anyone may propose items for the meeting agenda. Proposals for the agenda must be submitted to the Leisure Manager at least two weeks before the meeting; the deadline will be specified in the meeting invitation.

The minutes of the Council of Associations will be submitted to the Growth and Wellbeing Committee meeting for information and published on the city’s website.

The Club Council may also meet remotely if necessary. No attendance allowance
is paid for these meetings.
