The difference between a request for information and an enquiry
You may send informal enquiries and requests for information to the City Registry which are not based on the right of access to information under the Freedom of Information Act, nor do they necessarily conce documentary information. An enquiry is a general question regarding operations, practices, the relevant authority or the city’s processes, and there is no similar time-limited obligation to respond to these. Please send these enquiries by email to keuruu@keuruu.fi.
A request for information, on the other hand, relates to a document or to information contained in a document. The authority is obliged to respond to the request for information.
How to submit a request for information
A request for information must be made using the information request form. To make a request for information, you must verify your identity. A request for information regarding the content of an official document must be sufficiently specific to enable the authority to determine which document the request conce s. This means that you must know which document or documents your request conce s. If the request for information is not specified in sufficient detail, an hourly fee in accordance with the price list will be charged for the time spent searching for the information, or the request may not be able to be fulfilled.
How is the requested information provided?
As a general rule, public information requested electronically is provided electronically. Public information may also be provided in other formats, such as verbally or as a paper copy. If you request confidential information or if processing your request involves a greater than usual workload, the authority may refuse to disclose the requested information or the requested format, and may disclose the information on a case-by-case basis in a manner that does not compromise data protection or cause an unreasonable amount of work.
In accordance with Section 39 of the Keuruu City Administrative Regulations, the authority to issue a document is determined as follows:
- Requests for information regarding documents of the City Council and the City Board are decided by the Head of Group Services.
- Requests for information conce ing documents held by another body shall be decided by the body’s rapporteur or head of department.
- As regards other documents, the Head of Division decides on requests for information relating to their own division.
- If the matter conce s a document relating to an official function or area of responsibility that has been discontinued or transferred to another authority, the Head of Group Services will decide on the request for information
Processing time for information requests
A standard request for information will be processed within two weeks. If processing the request involves a greater workload than usual or is otherwise more difficult to carry out, the processing time will be one month.
Fees for the provision of documents and information
The price list issued by the City of Keuruu, set out below, sets out the fees for processing requests for information and for the provision of documents and information. The City Board approved the price list on 16 February 2026, § 54.
Under the EU General Data Protection Regulation (GDPR), data subjects have the right to obtain a copy of their personal data.
- General rule: Information must be provided free of charge.
- Exception: If requests are manifestly unfounded or excessive (e.g. made at very frequent intervals), the data controller may charge a reasonable fee to cover the administrative costs incurred in retrieving and copying the data.
The Data Protection Commissioner has set out the criteria for data payments as follows:
- Repeated requests: If you request the same information again within a short period of time, the data controller may charge a reasonable fee to cover administrative costs.
- Special provisions: If retrieving the information requires more work than usual on the part of the authority (e.g. the information cannot be easily found in the registers), a fee based on the time spent may be charged.
- Copying and postage costs: A fee based on the applicable rate may often be charged for physical paper copies or for sending information by post. Electronic delivery is usually free of charge.
- Special recordings: For example, a separate recording fee is often charged for copying imaging studies (such as X-rays) onto a CD or DVD.
Section 71 of the Keuruu City Administrative Regulations stipulates the following regarding fees charged for the provision of documents and information:
- A charge per page will be made for minutes, copies or other printouts.
- If retrieving the information requires special measures, a fixed basic fee will be charged for the search, determined by the complexity of the search. In such cases, a per-page charge will be applied in addition to the fixed basic fee for copies and printouts.
- The City Council shall determine in more detail the criteria and amounts in euros for the fees charged for the provision of documents and information.
