Environment health and animals

The Keurusselkä Environment and Health Protection Office provides statutory health inspection and veterinary services to the towns of Jämsä, Keuruu, Mänttä-Vilppula and Virrat, as well as the municipalities of Kuhmoinen and Ruovesi. Environmental health tasks include monitoring the living environment that affects human health, as well as animal health and welfare.

Veterinarian Olli Aukio is taking up the post of acting municipal veterinarian in the Keurusselkä cooperation area. He will be treating small and large animals in the Ruovesi area from 9 March 2026.

The vet’s surgery is usually located in Ruovesi (Urhontie 4). Appointments can be made on weekdays between 8am and 9am on 040 1945528.

The new Veterinary Care Act will come into force on 1 January 2026. The Act specifies which services fall within the municipalities’ statutory responsibility to provide and which services may be provided as supplementary services. The pricing of supplementary services is market-based and is charged on an hourly rate.

On 10 December 2025, the Keurusselkä Environmental Committee decided on the range of services offered by the environmental health cooperation area of the Keurusselkä Environmental and Health Protection Office. There will be no changes to the range of services. Services falling under the responsibility of the organiser include, for example, all basic veterinary services related to the care of food-producing animals, animal vaccinations, castrations of cats and dogs, and spaying of cats, euthanasia of all animal species, and emergency care for all domestic animals. Supplementary services include, for example, basic medical care for animals other than food-producing animals and ultrasound examinations for animals other than food-producing animals. The services are primarily intended for the animals of residents within the cooperation area, but first-aid services are also available for animals that happen to be in the area when assistance is required (for example, holiday home owners).  The cooperation area of the Keurusselkä Environmental and Health Protection Office comprises Jämsä, Keuruu, Kuhmoinen, Mänttä-Vilppula, Ruovesi and Virrat.

A clinic fee is charged for statutory services, and a market-based fee calculated on an hourly rate is charged for supplementary services

Clinic fees will change for statutory services provided when a pet is treated at a veterinary surgery, for which no clinic fee was previously charged, such as euthanasia, vaccinations, nail clipping, etc.  Fees for veterinary services consist of charges levied by the municipality (clinic fee or supplementary service fee, as well as equipment fee) and charges levied by the vet. The clinic fees, equipment fees and supplementary service fees were decided by the Keurusselkä Environmental Committee on 10 December 2025. The vet collects the fees charged by the municipality via the municipality’s payment terminal. Cash payments are not accepted.

The new fees, effective from 1 January 2026, are as follows:

Clinic fee (incl. VAT 25.5%)

  • Vaccination, euthanasia, nail clipping, follow-up visit, course of injections €5
  • Minor procedures, including cat neutering and routine check-ups: €10
  • More complex procedures; for example, dog neutering, cat spaying, tartar removal €15


Fee for additional services (incl. VAT 25.5%)

The market-based hourly rate is €52. The fee is charged to the customer based on the time taken, rounded to the nearest 15 minutes, with
a minimum charge of €13 (incl. 25.5% VAT). For some basic procedures, an estimated average duration is provided. Prices are listed in the price lists displayed at reception and are charged to the customer regardless of the actual duration of the procedure.

The price lists for basic veterinary procedures will be updated on the City of Keuruu’s website in January 2026. If necessary, you can enquire about the cost of procedures directly from the municipal veterinarian treating your pet. 

The Keurusselkä Environmental and Health Protection Office has received reports of rat sightings in the vicinity of Haapamäki station. Rats are considered pests in built-up areas and should therefore be eradicated. The reproduction and numbers of rats are regulated by the availability of food and shelter. The rat problem can be eliminated by keeping household waste in rat-proof containers and ensuring that no food is available to rats. Deteriorating waste bins, poorly maintained compost heaps and bird feeding are potential food sources for rats.

The property owner is personally responsible for exterminating rats from their property (Public Health Act 763/1994, Section 31).
