Food business
Activities in the food sector include the manufacture or other processing, import, export, marketing, transport, sale, serving or other supply of foodstuffs or products that come into contact with them, as well as online trading in these activities.
The municipality charges an annual basic inspection fee of €150 for each establishment subject to routine food inspections. The basic inspection fee is not charged to, for example, non-profit organisations or village shops. The basic inspection fee is charged at the start of the calendar year. A basic inspection fee is not charged for the calendar year in question for an establishment added to the scope of planned inspections during the calendar year. If an operator notifies the authorities of the cessation of operations during the calendar year, the collection of the basic supervision fee ceases from the start of the following calendar year.
In addition to the annual basic fee, the local authority charges the inspected entity a fee in accordance with the rates it has approved.
Food premises notifications are submitted via the national electronic Ilppa system.
You can register on Ilppa
- notification of the commencement of operations in accordance with the Food Act (4 weeks before the start of operations),
- significant changes to operations and
- the suspension and cessation of operations.
Data from Ilpa is sent electronically to your local authority’s regulatory unit. Before submitting a notification, you will need a Suomi.fi authorisation for the company to which you wish to submit the notification.
If the business registration number changes, the operator is required to notify the food control authority of their activities. For example, if the operator of a restaurant changes, a new notification must be submitted.
- If an operator sells or serves food from a mobile food premises, for example on market days, moving from one location to another, the activity may be subject to a notification requirement.
- Mobile food establishments must register their activities with their local authority and be subject to regular food inspections.
- A registered mobile food establishment may sell and serve food throughout Finland, but if operating outside its home municipality, it must notify the municipality or city where the activity is to take place at least four days before the sale or service.
- You can submit a notification of a temporary sale in any format, for example by emailing the supervisory unit at terveydensuojelu(at)keuruu.fi or by completing the online form.
Further information on setting up a food business and other food-related activities can be found on the Finnish Food Authority’s website.
Oiva inspections are carried out at food businesses in accordance with the control plan. The results of these inspections are published on the Oivahymy website. On the website, you can search for food businesses throughout Finland and view the results of their last three inspections.
Following the inspection, the business receives an Oiva report, in which the inspection result is indicated by a smiley face. The result can be ‘excellent’, ‘good’, ‘needs improvement’ or ‘poor’. This report must be displayed where customers can see it at the entrance to the premises or in another location easily visible to consumers, as well as on the website.
Operators in the food and contact materials sectors must have a system in place that enables them to identify and control the hazards associated with their activities and to ensure that their operations comply with the requirements laid down in food legislation. Operators must record the results of their own checks with sufficient detail.
The food control authority will, upon request, provide guidance and advice on drawing up a self-monitoring plan.
