The City of Keuruu’s Climate Plan and the Central Finland Regional Council’s
Climate Programme
The City of Keuruu’s Climate Plan supports the Central Finland Regional Council’s Climate Programme 2030 by aligning local actions with the region’s shared climate targets. The priority areas of the Central Finland Climate Programme, such as increasing the use of renewable energy, reducing transport emissions and strengthening carbon sinks, also guide Keuruu’s local actions.
Cooperation with the Central Finland Regional Council and other regional stakeholders ensures that Keuruu’s climate actions support the wider regional transition towards carbon neutrality by 2030. Keuruu plays an active role in regional climate work, where local solutions reinforce shared goals.
Emissions trends in the town of Keuruu
Greenhouse gas emissions in the town of Keuruu have fallen significantly. Emissions in 1990 stood at around 117 ktCO2e, whereas
in 2022 they were only around 67 ktCO2e. These figures include emissions from the entire city area, not just those generated by the city organisation itself.
The biggest reductions in emissions have come from the energy sector. District heating in the region is now produced in a cleaner way, and the use of oil-fired heating in individual properties has also fallen significantly in the region. Energy efficiency and the decarbonisation of electricity generation have also contributed to the reduction in emissions from heating and general electricity use.
In 2022, 36% of emissions were caused by the heating of buildings and electricity consumption. The calculation includes both the energy consumption of individual detached houses and the production of district heating in the area. The calculation utilises, among other things, a building database and data on fuel consumption at the area’s district heating plants. Road transport accounts for 26% of the area’s emissions. The calculation includes vehicles registered in the municipality and the emissions they cause, regardless of where the driving takes place. The calculation does not include through traffic within the city area
. Agricultural emissions are calculated based on, among other things, municipality-specific
livestock numbers and fertiliser use. In 2022, agricultural emissions accounted for 16% of total emissions. The calculation for machinery includes, among others, industrial, mining, construction and forestry machinery. For forestry machinery, emissions are based on the area’s annual felling volumes.
The city’s greenhouse gas emissions have fallen by 42%
Keuruu Climate Plan
Target for reducing emissions
The city is aiming for a 70% reduction in greenhouse gas emissions by 2035. The base year is 1990. In setting this target, the city’s economic structure, current emissions trends, forecasts for future
emissions trends, and the national climate target have all been taken into account. Achieving this target will require emissions reduction measures, particularly in
relation to energy use and production, as well as transport.
