Waste management and recycling
In the Keuruu area, waste collection is organised by the property owner; in other words, the property owner enters into a contract for waste collection directly with the waste management company of their choice.
Mixed waste from Keuruu is used to generate energy at Westenergy’s incineration plant in Koivulahti, near Vaasa, whilst biowaste is converted into biogas and compost products at Labio Oy in Lahti.
Waste management authority
The waste management authority is the City of Keuruu’s Vitality and Living Environment Committee, and the Community Engineering Unit within the Vitality and Living Environment Services is responsible for waste management arrangements and providing advice.
The City of Keuruu’s general waste management regulations have been drawn up in accordance with Section 91 of the Waste Management Regulations and were approved by the waste management authority on 18 March 2025, with Section 23 coming into force on 1 May 2025. Below you can download the waste management regulations and the explanatory memorandum.
Forms
Where several households share the same compost bin, the person responsible for waste management must provide the waste management authority with the above-mentioned information for all users of the compost bin in good time before composting begins. The person responsible for waste management must also notify the waste management authority of the end of composting well in advance of cessation. If the person responsible for waste management changes, the outgoing person must notify the waste management authority of the new person responsible before stepping down. The notification regarding the composting of biowaste must be renewed with the waste management authority every five years.
In individual cases, the waste management authority may, for justified special reasons, grant an exemption from compliance with waste management regulations, after consulting the municipal environmental protection authority where necessary. These may include, for example, extending the interval between waste bin collections or exempting a derelict building from waste management requirements.
Any deviation from the waste management regulations must not jeopardise the proper organisation of waste management, pose a risk or cause harm to the environment or public health, or lead to littering.
Waste in recreational areas
Users of the recreational area / hikers must take any waste generated in the recreational area to a waste collection point organised or designated by the site operator, or to the waste collection point for their residential property.
Dog waste bin stickers are available from the council
Like many other municipalities and towns, the town of Keuruu has joined the initiative to encourage the collection of dog waste. By displaying a ‘dog waste bin’ sticker, owners of detached houses can let passing dog walkers know that they are welcome to dispose of bagged dog waste in the property’s bin. Housing estates may also, with permission, use the sticker to indicate their willingness to help keep the area clean.
