Decisions on school placements will be published on Wilma by 31 March 2026. If, in the case of a particular child, the documents relating to their school placement have to be awaited until a later date, a decision regarding that child will be made later, as soon as the necessary documents and/or statements are ready. If a pupil applies for a school place at any other time during the school year, the guardian must contact the headteacher of the local school directly.
Applications are processed according to catchment areas
As a general rule, pupils will be enrolled in the primary school within whose catchment area they reside at the start of the 2026–2027 school year (Keuruu Primary School, Haapamäki Comprehensive School, Pohjoislahden Primary School).
With regard to the 2026–2027 academic year, it should be noted that, in accordance with the decision made by Keuruu Town Council on 8 December 2025 (§ 91), Keuruu Primary School’s Kivikoulu and Kivelän koulu, as well as Einari Vuorelan koulu, will henceforth (from 1 August 2026) a single school district. Consequently, all three schools will henceforth be local schools within that catchment area. Pupils within this catchment area will be allocated a school place in accordance with the established criteria for Keuruu’s primary schools, taking into account the local school principle set out in Section 6 of the Basic Education Act.
As a general rule, the local school is determined on the basis of the pupil’s home address (Section 6 of the Basic Education Act). If a place is sought for a pupil at a school other than the local school (Section 28 of the Basic Education Act), the guardians are responsible for arranging transport to school themselves.
The headteacher of the relevant school or the Growth and Wellbeing Department must be notified in good time of any anticipated change in a pupil’s school catchment area or move away from the local area.
Pupils requiring individual support
For children subject to early compulsory schooling due to a developmental disability or other reasons, compulsory schooling begins at the age of 6. A parent or guardian wishing to defer their child’s start of schooling must submit an application, accompanied by expert reports (psychological and, if necessary, medical examinations), as soon as possible to the headteacher of the primary school within whose catchment area the pupil lives.
Small-class teaching, provided as part of pupil-specific support, is mainly delivered at Kivikoulu Primary School in Keuruu. A small class for Years 4–6 continues at Kivelän koulu Primary School in Keuruu.
Applications for pupil-specific support in small-group teaching may be made on the grounds of intellectual disability, general lea ing difficulties, language development difficulties, or behavioural, adjustment or socio-emotional difficulties. A parent or guardian applying for a place in a small class for their child must submit a registration form, together with expert reports and any support documentation from early years education, to the headteacher of Keuruu Primary School.

For further information regarding school transport:
Keuruu Primary School and Einari Vuorela School
For those living in the vicinity of Keuruu town centre, the local school is Keuruu Primary School. However, the school assigned to a pupil is not always the geographically closest school; instead, the pupil may be placed at either of the two schools in the town centre: Keuruu Lower Primary School’s Kivikoulu (Keuruuntie 18) or Kivelä School (Uskalintie 6–8). In addition, Einari Vuorela School (Jukojärventie 550) has been added as the third school in the same school district.
When allocating school places to pupils, established criteria for pupil placement are followed, which take into account, as a whole, the need to balance the sizes of teaching groups and classes, as well as pupils’ potential needs for support, shift-based care, mo
ing and afte
oon care, S2 teaching and school transport. Where possible, decisions also take into account pupils’ wishes regarding classmates and sibling relationships. Two Year 1 classes will
start in August at Keuruu Primary School: Class 1A at Kivikoulu and Class 1B at Kivelän koulu. Small-group teaching in accordance with pupil-specific support is generally organised in combined classes G1-G2.
Once a decision has been made regarding the pupil’s first-choice local school, parents or guardians may apply for a place at a second-choice school by submitting an application to that school by 15 April 2026. The application must be submitted to the headteacher of the school for which a place is being sought. Applications
for school places from non-residents are processed by the Growth and Wellbeing Committee. Secondary
applicants may be admitted to the school if there are vacancies in the teaching groups. Priority in selection is given to children living in Keuruu. The selection must not result in additional costs, such as an increase in teaching posts, positions or teaching groups. A
secondary school is not a local school as defined by the Basic Education Act, meaning that a prerequisite for admission is that the guardian is responsible for organising the pupil’s jou
eys to and from school and for the travel costs.
